The Capital Combination - building alliances that work

Capital Law and Consult Capital, of which DOME now forms an integral part since coming into the fold in 2010, provide bespoke, practical strategic and legal support to housing providers and users, as well as businesses with a community focus. Our Not for Profit (NFP) service lead consultant, Patrick Harkness, has over 30 years’ experience of working with the NFP sector. We have provided support to over 70 housing providers in the last two years alone, including many of Wales’ leading housing associations.

So what makes us different?

By bringing together the best legal advice in Wales with consultancy of the highest quality, we create a unique service. We see the issues you face in the round, and can deal with the implications.

Restructuring: we understand the corporate and accountability issues for governance. We also understand the employment law implications, and can review your HR and business processes
while managing your stakeholders’ expectations.

Resident engagement: we have clients that have won national awards for the work we have done with landlords and residents. We can link them in to national education accreditations that are recognised throughout the UK, providing access to Further and Higher Education which allows them to pursue paths that lead to a variety of qualifications, of their choice. We also offer a Diploma in Employment Law for HR practitioners, accredited by Cardiff University.

Organisational and personal development: we have run long term programmes with major providers like Newport City Homes, to embed culture change. We can also support work like this with business process analysis, and leadership development. Subsidised, bespoke programmes are funded by the Welsh Government – ask us about costs and benefits.

Landlord and tenant: we offer focused legal advice, but can also provide policy and process analysis to make sure that you are deriving maximum benefit from the legal process, whilst enabling tenants to sustain their status.

Regulation and self-assessment: stakeholder challenge and co-governance – two new ways of thinking about your organisation and its relationship with other key influencers.
